01 / About SEBCO
Five construction organizations. One national institution.
The Syrian Establishment for Building and Construction (SEBCO) is a major public institution in Syria’s construction and infrastructure sector, affiliated with the Ministry of Public Works and Housing.
Established in 2025 through the merger of five government construction organizations, SEBCO brings expertise and resources together to strengthen delivery and operational efficiency.
The institution has legal personality and financial and administrative independence. It operates as a state-guaranteed contractor within Syria and internationally.
